California Governor Gavin Newsom has approved a new law that requires school districts to create rules limiting or banning student smartphone use by July 1, 2026. The purpose of this law is to minimize distractions in classrooms and address concerns about social media’s harmful effects on students’ mental health. Similar laws have already been adopted in states like Florida and Indiana. This legislation comes after worries expressed by the U.S. surgeon general about the negative impacts of social media on young individuals. Additionally, school districts are required to review and update these rules every five years to keep them current. Schools that have already enforced phone bans, such as the Santa Barbara Unified School District, reported improved student participation and better social interactions. Critics, however, worry that these policies could put extra pressure on teachers and limit students’ ability to get help in emergencies. The law includes exceptions for emergencies, similar to a previous law passed in 2019. Overall, this law aims to foster a more focused learning environment for students, free from constant digital distractions.
